A disturbing lack of water.
And WAY too much booze.

Do the peoples of Tamriel just get drunk all the time? Why haven't they died from dehydration and/or alchohol poisoning?

well actually, since tamriel is based pretty much on medievil english culture its not entirely unrealistic. The primary way of making water sterile in those times was to just drink weak ale and such, killed all the bacteria and stuff in the water and helped to ensure you didn't die some horrible death. least thats how I think it goes!
