possible, but I think most of that will have to be scripted events in quests...
not that they won't occur frequently (if possible) because Census&Excise Cutters (ships) in the BitterCoast often try to hunt down smugglers in that region.... its part of the semi-boring job of the Census & Excise....

maybe in theCensus & Excise...
you need to persuade the guy, then filll out a test, and swear an oath to get in....
