Duke Vedam Dren quests
I think eventually you should end up doing a few quests for Duke Vedam Dren. This will also eventually allow you access into the Grand Council and you can watch as reps. argue and stuff... all in real time...

however this is important for several reasons...

1. it will show Vedam Dren's desperate attempts to secure peace
2. it will being you a bit deeper into who Duke Vedam Dren is
3. it will give the sense of the inevitability of war on Vvardenfell

[Courier]

starting out at Seyda Neen you are likely to join the Census & Excise (which has a cute little short questline designed by me) but on your way out of Seyda Neen a guard will stop you and ask you to deliver a top-priority message to Duke Vedam Dren. He says if you do the Duke will also reward you. And so you go....
When you arrive at Ebonheart and go to the Duke, he will reward you with 2000 gold.

[The Morag Tong]

Then he will ask you if you have time for another job. You say yes... he says he needs to contact a Morag Tong agent and wants you to persuade one to meet him
Dren then sends to to go meet a Morag Tong agent in the No Name Club. Go there and you will see a Morag Tong agent. She will be very defensive but you will have to coax her to meet the Duke, finally she agrees.... and she is also very high ranking and thus can sort of represent the Tong. You escort her to Ebonheart but as you approach one of the gates, a Dark Brother attacks you and her. He's easy and the two of you tool on him like Kenny from South Park. You meet the Duke and the Morag Tong agent begins talking to him, and the Silver Guards tell you to leave, and you should if you know what's good for you.

[Assassins]

Within a day, a guard will find you whereever you are and tell you to go to Ebonheart immediately... he wil mutter something about the Duke totally trusting in you and that it is a high matter.
So you go to Ebonheart to see that infront of the Duke is a dead Dark Brother. The Duke is hurt and has a bandaged arm (maybe we can make a special bracer loo liek a cast or bandages). He tells to to track down the source of the assassination attempt. He tells you to talk to Llaalam Dredil. Talking to him will lead you to Lassinia Mussillius, an agent and Imperial Cultist, in Six Fishes tavern. She will reveal that she has caught wind of a plot to kill the Duke and it is best to search in Vivec St. Olms. She says she saw a Dark Elf in brown the other day who was talkiing business with that very same Dark Brother. On your way to St. Olms Canton you see a Dark Elf dressed all in brown and when you get close he says "n'chow they are after me!" and he runs, but he isn't fast and when you get within arms reach he opens dialogue and says he was hired to kill the Duke. You get the info out of him, and it seems that the culprit is in the Hlaalu Temple. There, a Nord named Leif the Sly is walking about. He tells you that the Duke sent him to also look for the root fo the assassins. However you aren;t to be so easily fooled. You can tell him he is lying or threaten to call the Ordinators. either way he will attack and when you run out the door, if you said that you'd call the Ordinators, one will say, "what, did you call me? what is wrong?" and he'll help you kill Leif the Sly. You return to the Duke just in time to help stop another assassination. The Duke is convinced that Leif the Sly is only one in a large web of agents trying to get him killed.
The Duke rewards you with an Amulet of Divine Intervention, two Potions of Reflect, and 3000 gold.

[Guard Guild]
The Duke tells you to go find Frald the White and Percius Mercius and convince them to join an Imperial Guard Guild. When this is done, the Duke will tell you about his plan to unite the Fighters Guild and Legion, two factions in severe decline and make them a guard guild. Thus a defensive guild will help promote peace and hopefully the Houses will use the Guard Guild to protect themselves instead of using House-warriors to strike the rival first. This is also your chance to join the Guild.

after this the Duke says you are also invited to go to any of the Grand Council meetings.....
