I suppose that the khajits and argonians in Cyrodil are more civilized than they would be in their homelands, after being exposed to imperials for most of their lives.

For instance, I think a khajit in Elsweyr would have a stronger accent, then a khajit that lives in the imperial city.

Either that or Bethesda just likes switching their actors out on me to make my accent obsolete. :/
