It's likely Vvardenfell is still uninhabitable, as in the Loveletter*, it mentions that the surviving Dunmer live in Solstheim ("whose city is the First City of the New North"), and that those who did return to Vvardenfell could only do so by living underground/tunneling, and are only able to come up once a season when the winds die down (presumably because of Red Mountain spewing a ridiculous amount of ash).

*(written by Micheal Kirkbride as an out-of-game text, therefore not totally 'official', but given it was released well before TIC, and talks about Landfall/the Red Year, it's likely he got inside word from Bethesda about the future of Vvardenfell).

Thanks TOYB. It's been a while since I read that. There doesn't seem to be any specific mention of the mainland, but do you think the "First City" title suggests that by this stage there could be others in the north? Or does it mean settlements in Skyrim perhaps?
