I believe it is joinable sometime in the Main questline. Could be wrong though, but there are a lot of factions on Vvardenfell. :yes:

How about making it like a guild and having seperate quests for it. Personally I think this would be great.

theres a thread with the guilds we are going to include please check it out, we are also limiting it because there are so many and only want the best.
