The argonians who live in the black marshes are extreemly isolated from the empire, thus education and imperial law and social structure can't exist.

Clearly Imperials have made thir mark, though being a marsh, buildings simply won't stand. though argonians will still require shelter. Argonians live in clans, and thus they will likely dot the marshes, likely the camp would need somebace, or importance to bace its loacation, and the likely answere to this is ruined imperial temples. (I'm proberbly just rambling on here) so if the clans chiefe (or what ever) dominated the local temple remains, the other clan members would rside in hovels surounding it. (dunno... just thinking in text)

I would say that SOME tribes are like that....
like there is the Agecephs that have Imperial education since they learned to read the books in a ruined Imperial Temple to Mara(?) and so they live close to the ruins....


I would not give that situation to ALL Argonian tribes... maybe just a few
