Will we be adding Soluthis to TES3 ?
I would think so
but I don't know
and if we do,
were is it located with respect to Riech Parkeep?

Reich Parkeep is IN Soluthis as far as I know. Reich Parkeep is the centre with Soluthis surrounding it.

Ok so basically its an older/newer section of the town?

and surrounds RP

I can't determine from the concept maps how each section sits in relation to whats allready their (RP)

Except possibly map 4 & 5 which referance the (Imperial District) which gives me a reference point. However the river is misleading to me since their is no rivers in RP (at least not in the TES3 version) their is a river east of Corssroads but thats some distance away.

I thought Soluthis was the Dunmer name for the Redoran part of Reich Parkeep. Haven't looked at it much, but maybe the name came back into vogue at the time of Oblivion due to the waning Imperial influence in MW.

I think I stumbled upon Old Soluthis somewhere... it was just a few caves though.

You probably did.. its part of the mysterious cave system which is near steadhelm, but me thinks its in the wrong location since its Old Soluthis and Soluthis is part of RP or visa versa

soluthis was an actual Morrowind town in TES 1 (or was it 2?)

It one of the few official towns.
