From the left of the photo:

One hunting spear, used to catch fish and other animals of the swamps.
On his chest, two strips of hist resin armor.
Underneath the armor, a long, flowing, ragged robe.
Ontop of his head, a hat marking the myth's sentience and oneness with the hist.
Around his neck, a portion of the hist, worn as an amulet.
Hanging from his left arm, to your right, a large drinking canister, made from animal testicle and penis, inserted atop it, a small pipe to drink out of. Within, a herbal remedy that heals much that ails.
In his left hand, a long staff, of which on top resides a Orma skull, denoted by the lack of eye sockets.
On the bottom of his staff, two rhino tusks, tied together.

Yeah, it's a light tabard. A tribally made garment, with symbols.

In many "primitive" cultures, the penis and testicles of an animal are sacred representations of life, therefore, perhaps drinking from such is a superstitious belief of long life? Maybe it originated when the land was dry and there was much less water, and then an Argonian found a dried out scrotum sack after a mild and rare rain.
