Steadhelm Jail.
Steadhelm is the first city with an operational jail.

I finished the ST crime quest which allows every race (marked as playable on text data tab of the race menu) to be a guard. It's also possible to have female guards. Make sure the ST NPC's are a member of the StSrGenericDialsforST faction (to enable the quest).

SACarrow is currently checking the recordable dials.


For the Redoran guards Razorwing created a separate quest.
