I like it. :goodjob:

It might need a bit of tweaking to get it in game, but it probably could fairly intact.
The toughest bit to do would be making the section where the player has to sneak through the city,
All the guards AI would have to shift over to a new pattern of agression etc.

I agree, at this stage it is still pretty impractical. The sneaking bit could probably work by having the posters bestow a gray fox type script to the player, which could then be removed later on in the quest.
I'd say the waterfall bit at the end will probably disappear in my next edit, mainly because it would cause a lot of issues with AI and scripting.
What's the use of a good quote if you can't change it?

That sounds to me like a really good quest. :goodjob:

In terms of implementing it, we'll have to wait for sandor or TID to come, since they're probably the most knowledgable about that.
Trespassers will be shot.
Survivors will be shot again.

As with your other Ideas I do like this one !

Please consider Silgrad had a murder (not of this magnitude) in PR /Soluthis in TESIII involving the Talo's cult

I like the original idea of a "jack the ripper" type and a holmes
style solving

clues and mystery ... are important

get some real player interaction and make the player think!!

I enjoy these types of quests and if done properly will keep the PLAyERS interest... don"t go to overboard though or they will be lost in boredum or confusion

lets think this one out on paper and go through each clue

These are some very good points. Most of my outline was a rough draft and as such I had left most of the clues and mysteries quite vague (if not plain confusing), so those issues will be the first I address in the next draft. I agree it is quite long, so the quest will probably be split or cut down.
Once I finish the last few revisions to bring it more in line with my original concept, I'll post a clue by clue outline and we can go from there.
