Torval Ruler's Quest: The Bosmeri Saboteurium
The Bosmeri Saboteurium

Player approaches the docks of Torval [for the first time], and as they come up to it, explosive charges detonate (made mainly from Jhalu Nuts from Valenwood, which when used with destruction spells becomes extremly volatile), leaving a decent chunk of the docks in flames. A guard runs up to the player, and tells them to report this to Khlu-Craz (the Lord of Torval) immediatly (if the player doesn't within the next few hours, they'll recieve a bounty on their head for disobeying the direct order from the guard).

Once the player approaches KC, and tells them what happened, the Lord explains that this was, with absolute certainty an act by Bosmer Fanatics still harbouring anger from the Five-Year-War, which was fanned-up recently by talks the Mane had in secret with the Fanatics leader/s (resulting in attack at the docks).

He asks that you go erradicate the Bosmeri, who are currently camped out in the ruins of an old Bosmeri settlement across the Xylo the river (raised in the Five-Year-War).

The player goes to the encampment, and starts killing the Bosmer Fanatics, until the player comes to a final area where the Bosmeri Leader speaks to them. They ask who the player was sent by (the player answering that it was the Lord of Torval), the Leader is then completly bewildered, telling the player that it was the Lord who had paid them to blow-up the docks, telling them that he would overthrow the Mane, who had taken their land generations ago. He then tells the player that Khlu-Craz must be planning a complete coupe of Torval, over throwing the Mane (which essentially is trying to overthrow the Government of Elsweyr), he then recommends that the player and himself get back to Torval at once.

When the player and the Bosmeri leader get back to Torval, the gates to the Mane's Palace/Plaza have been blocked, and guarded by the Mane's Guard, while the citizens have formed an angry mob yelling for the death of the Mane. The player then speaks to the head of the mob, and the captain of the guard, telling them what's gone down. They then head off to the Lord's Manor, when they get there, KC has gone insane, and murdered his staff (butler, maid, etc), and when the PC gets to his study, the PC finds KC raving mad (the PC's controls then freeze, going into faux-cutscene mood); he begins talking about how Jagar Than had promised him so much power, that all of Elsweyr would be under his control... but that his plan had not worked, and it had not happened as it was supposed to, the war did not result in the assasination of the Mane, and he was left as only the Lord of Torval, an office with no power only looks, so in one last attempt he would try to start the war again, crumble the Mane's power... and so on (it's left to the player to decide what's actually been going on, but I'm trying to get at that KC provoked the Five Year war, and then trys the same tactic for a second time, but I'm going to chuck some things in so it looks like KC was previously commited to the Asylum of Torval so could be making everything up). He then pulls an samurai-style suicide, and puts a dagger through his gut (the player can then find scrawlings of his plans, and [posibly forged] letters Jagar Tharn sent him during the Simularcrum hidden away around his office, that was previous locked).

The player than goes to the Mane, and can recieve some massive reward (some artifact of a previous Mane, with a large sum of gold). One of the Mane's advisors (Ri'Yohk) then sits in as the new Lord of Torval. The Bosmeri Leader goes back to his ruins (which if the player asks about, was the town he grew up in, but it got torched, and his family got killed in one of the first skirmishes during the war).
