Akavir has a volcano, right? SO there must be some ebonic material which could be used for glass armor. Check this out:

Akavir has two super volcanos, one is an ancient caldera half the size of Cyrodiil
 There will be ebony, and a harder form of glass (jade), as it's more ancient then glass, and has been formed by ancient super volcanos rather then large volcanos. I can't remember if Corthian made a jade suit of armor already.
