thanks nick. I am pretty sure all vanilla animations contains only 1 hit. It doesn't suprise me either as we all know TES is a RPG after all with light in-game actions. But I still in hope that Bethsoft would leave modders some functions that wouldn't otherwise be achieved without further exploration. True or not, I think of a way to compromise. Double click mouse in normal attack would have weapon wielded in both ways while independent single clicks make it go only one way, which suggest two short clicks would trigger two animations that generate two hits in one go. To take advantage of this, I will break down the powerattack anims I've made into two parts and replace two normal attack anims respectively. Since the new anims are different in length, its all about timing to get it work like a combo.
