spying stronghold

in the war for power over vvardenfell it becomes more inportant by the day to now what the other house is doing.
the idea came up to use one of the old dunmer stronghold as a base of spy oparations.

there are a lot of things to be done before it can be inhabited.
1. all the beast must be cleared out
2. find loyal workers that wont alarm the others houses
3. get the spy and their equipment their without being seen
4. the local civilians most be keeped an eye out for.

so what do you guys think of it. it can really work for almost all of the houses.(altrough telvanni wouln'd be logical because the strongholds are mostly on their grounds)

that could work... but I think Berandas, Marandus, and Andasreth are Redoran holds.... Falensarano is kinda Zainab now, and Indoranyon is Daedric Cultists, Rotheran and Valenvaryon and Hlormaren are occupied by betmer.... Telasero was 6th House until Armigers, Ordinators and Indoril took it over...
