are we going to make them war effect things on vvardenfell on a large scale?

for instance, if a hlaalu army takes caldera, would that city be ,in turn, hlaalu until it is taken back or forever, depending on who wins the war?

if that would happen, would the newly taken hlaalu city be run by a hlaalu lord, while the redoran are wiped out?

well it depends...

but in Caldera's case? yeah... the war will have a big effect on that...
either the Redoran get it, make it their town with a small Telvanni tower with a wizard who has control over regional magic-trade and also gets to ship a small portion of ebony to Telvanni treasury...
if the Hlaalu get it... it will be a small Hlaalu town with a Morrowind Legion fort there....

also remember, most people don't stay and fight if they are civilians UNLESS they are cornered or nationalists.... so in a place like Caldera, most of the people will have evacuated... so don't worry... MOST of your oldies there will come back eventually... though whether it's in a Hlaalu town guarded by Legion and serviced by Mages Guild or ruled by Redoran and serviced by Telvanni is up to you Hortator!
