Alright I thought of some local quests for Balmora and the Odai region. Seeing as we are going to assume Hlaalu has started to fortify and secure their assets in Vvardenfell, we can put in quests that actually have you help them put the finishing touches on things.
For Balmora, we can have a quest where a guard tower or some kind of building that is crucial to the city is being built, but outside the walls. Some scenarios could be the foreman is killed and you need to find someone to replace him, or there is a raid and you have to protect the workers while they evacuate.
Another quest is to maybe find a shipment of shovels to widen the Odai or something that was stolen from the work camp. Yea you get the picture.
And we have the classic defend against invaders, but in Hla Oad, as to Odai Plateau. The reason is that the sea gate would be the first thing the Hlaalu wanted to have built, so you get to man anti-ship seige weapons on a tower or something and try to drive off the invaders, but if you cant hit the (very slow) moving ships in time, the invaders will get ladders on the walls and scale them, which in this case you can knock the ladders off the wall (depending on the physics of the game, or just pure script). Of course, they won't be discouraged and will try to land on shore just north of the city and take it by land. And yea you try to fend off the attack by either jumping in the chaos of battle, using some type of cool siege weapons/shooting arrows or magic from a wall, or sneaking around and assassinating their commander.
But if you start to lose the battle, and they raid the city, the citizens won't go without a fight. This is mainly a last precaution so that the player doesn't feel too bad about losing the battle, but he still has to help stop the raiders or else the petty efforts of the citizens would be quelched, and the Hlaalu wouldn't like you too much.
Just some thoughts.

sounds like an awesome plan for a quest there... by the way check out the official site... I began updating the storyline... its all conceptual right now, but its beginning to get some order... a lot of the stuff you might not totally get unless you can peek inside by brain...

Thought of another string of quests:
Sabotaging House Dres' slave trade
or
Helping stop a group of people from sabotaging House Dres' slave trade
It's pretty self explanatory, like to sabotage the trade and stuff you have to free slaves, overrun a slaver trader boat, maybe assassinate a house noble, change some documents around, and have at least 3 different courses of action for every quest to suit the playing styles of Combat, Magic and Stealth.
And to prevent the sabotage you have to prevent the above from happening.

Perhaps entering Nobles residence, avoiding all guards, disabling the traps, unlocking the doors, putting out the lights (if possible) and finaly poisoning noble's drink (which, because of Radiant AI, he drinks next morning).
Now there's a matter of getting out.... alive and unseen.
Implementation of fact that you cannot simply waste the entire, I don't know.... House or Guild, without it having serious (very) consequences.

thieves in Morrowind were very simple... but now in Oblivion, it is much more dynamic and takes much more skill....
also, besides Reputation, you also have Infamy.... so higher the Infamy, less people will want to be with you... higher your Reputation, the more they will want to be with you...

So... even your enemies (disposition regarding) will want to be with you because of your high reputation?

well probably not... but Bethesda released this info... maybe you should discuss THAT on the ESForums.... but thats as far as I know
