Helseth is cracking down on Morrowind and trying to keep a strong hold on it and also keeping Imperial presence. Although now many Imperial Legions have left and those remaining are only peace-keeping garrisons, they are still aformiable force and have sturdy forts in several key locations throughout Morrowind. Helseth cannot rely on the Legion for his power. He needs to have an army of his own to maintain control. The warrior folks of the Redoran and Indoril are formidable, though those two Houses are in a decline. The Hlaalu embrace him as their king and the Dres, though powerful do not see him as legitimate. The Telvanni could care less.... or did, until now....
I think there should be a "Morrowind Legion" sort of army that is under Helseth's control.
This Helsethic army would be like this:

Guards
--Royal Guards
--City Guards
--Brute Guards
Soldiers
--Morrowind Army
--Hlaalu Legion
The Royal Guards will be the same as in Mournhold. They will be the several hundred troops that are very good fighters and keepers of the peace. They are extremely loyal to Helseth and would defend them to the last drop of blood... yeah, they are his Royal Guards.
The City Guards would be loyal Dunmer given some guard training, a club, and some sort of armor. They are very loyal to Helseth, and are paid reasonably well. They serve as police in places that are not supportive of him. They are the local Helseth loyalists. These guys can be distinguished regardless of their attire by their shirts (the uniform) with the wolf of the Helseth banner.
The Brute Guards are specialized guards that root out and destroy underground resistance in urban areas and stop riots. They are usually orcs or nords and sent into an armed riot to destroy revolts or rebels. They are few in number and only several squads exist. They have not been used yet, but the upcoming conflicts may "necessitate" their role.
The Morrowind Army is a semi-large Loyalist Army. It is basically the Imperial Legions backed up by Dunmer Legionnaries that Helseth has recruited. They are in every way like the Imperial Legionnaires except on one aspect. Instead of loyalty to the Empire, they swear loyalty to Helseth. However, the two are in many ways intwined and so they fight with the Legions and for Helseth. They are Legionnaries but also bear the standard of Helseth.
The Hlaalu legion is a specialized Legion that Helseth has trained for the Great House Hlaalu. It is only one Legion however it is very strong and perhaps the best Hlaalu soldiers. In exchange for these extremely well trained and diciplined Hlaalu Legionnaires, Helseth gets the Great House Hlaalu's support for his "radical" changes in Morrowind. The Hlaalu Legion is armed with steel and bears the standard of Hlaalu.

i do like the idea, but when a new leagion is formed they need a lot of new armor and some trainers. maybe some quest to convince or find people who want to provide armor or trianers.

The ordinators are not really active outside vivec. their would be way to few to make a legion to control morrowind.
And i doubt that the temple would have the money to support it.
now more then ever with more and more losing the faith in the tribunal.

Breakdown of Guards for new recruits and others who need a refresher:
1) Ordinators are a special type of guard employed by the Temple and working in Temple-controlled areas like Vivec, Mournhold, and Necrom. They wear several varieties of armor with usually a fancy head-dress and a mask. They also do special missions for the Temple like high-level Vampire hunting etc.
2) Imperial Legion are the uniformed guard variety native to Cyrodiil. They're the colonial occupation force in Morrowind, but most have pulled out in response to domestic problems in their home province, such as massive Daedric invasions. They usually only work in Imperial-controlled places such as Seyda Neen, Ebonheart, etc.
3) House Guards are the soldiers of the native Great Houses. These include specific Hlallu, Redoran, Telvani, Indoril, Dres, and presumably at one time Dagoth Guards. They wear traditional bonemold armors and handle local law. In war, they fight for their House. During the Imperial occupation, they are in some sense subservient to the Imperial Legion and governors, but not so much anymore since the withdrawal.
4) Royal Guards are the personal army of Helseth. They wear the reddish armor seen in the Tribunal expansion. Royal Guards are not connected to any specific House or religious establishment; they work for the King of Morrowind. In our current plans, Helseth is trying to expand his power in the province to make up for the Imperial withdrawal. The question is whether to post more of his Royal Guards around or keep them in high-security areas such as his hypothetical fortress port of Tel Maris (name subject to change) and Caldera (now in Redoran hands but wanted by Helseth).
5) Fighters' Guild are the guards-for-hire just like always. So you see them in mercenary positions. However, with the lessening numbers of Imperial Legionairres, the Fighters' Guild has largely been hired and absorbed into what is now known as...
6) The Imperial Guard. This is the current security force employed in Ebonheart, Seyda Neen, and other Imperial-controlled settlements and installations on Vvardenfell. As stated above, it is composed of leftover Imperial Legion officers and Fighters' Guild recruits. For players, this faction replaces missions that would otherwise have been Legion or Fighters' Guild (basically combine two redundant factions into one for less work and equal enjoyment/playability).

I think Mournhold isn't controlled by the Temple since two gods were killed there. At least the High Ordinators aren't any more.

My theory is that the Temple in Mournhold is now essentially run by the Ordinators as a sort of forced religion. Outside of the local area, the Temple's power is failing, but within Mournhold, it is strong because the establishment will not let it be otherwise.

and in Mournhold rumors of Helseth's ruthless behavior are strong, but outside, the details aren't well known and he is seen as just another though albeit active and calculating puppet king.... that is until he started acts that would revolutionize Morrowind and everything it is about.... startign with no slavery

But Helseth apparently is trying to bring back at least some old traditions. Namely the Grand Council. What you saw in the Grand Council Chambers in TES3, well, wasn't exactly a COUNCIL.
