You'll find the exterior and interior building (screenshot) in the cell SilgradCity0205. Use the Silgrad_Tower.esm v2.98 or a higher version.
The NPC('s) must have (full) dialogue, AI and don't forget the pathgrid.
Full AI: Eat, sleep, one drink and/or read package.
I'll set the rotation for the Northmarker and connect the interior to the exterior.
Add a few windows to the interior and to the exterior building as well (matching with the interior).
Background.
You have to create the possibility for the PC to open an account and deposit money. After opening the account it should be possible to deposit more money and/or withdraw money from the account.
The top floor is used as an archive.
Use the existing cell (SilgradCity0205) and don't delete the exterior building.
If you see an X-marker, when using coc you'll be teleported near the marker and not to the exterior building.
You may delete the marker.

I think bank notes are too modern, let's just stick to coins like in Morrowind.
Our own ST coins are fine, bars of gold would be nice though.

The Hlaalu Savings bank has been furnished and cluttered.
There are two tellers and a manager.
There are two guards on duty after hours.
I have started the dialogue:
Open Account *
- deposit
- withdrawal
Purchase a Safe Deposit Box *
- in this case the manger will bring the player upstairs to the archives area which is where the safe deposit boxes are kept. The player will then be able to deposit articles into a small chest.
Opening an account should not be very hard to do. It seems to me the deposits and withdrawals will have to be in options. 100, 50, etc.
I wish there was a more player friendly way. Like being able to deposit all or some of the players gold.
Any ideas? Please

Part of the money could be deposited per 100000, 10000, 1000, 100 and 10 coins etc.
