Maybe a hidden adventurer village could be made.And there would be a shop with Tamrielic things food e.t.c.Posibly an Akatosh statue.

Yep this enclave and the Imperial port/settlement will make great beacons of familiarity to the player, not to mention making our jobs easier

The NPCs will help a lot a newbie by telling them about Akavir.
