Okay, there it is. (15) means 15 points (with a duration of either one or zero, zero is preferable for the ingredients that cure ailments), (15 seconds) means fifteen seconds.

Maybe you should take a look at the first post in the Botany Books - as ammended by Research Assistant Krisi's contribution - where there are 40 in-game Morrowind Plants listed...
