On the techincal aspects:
Although I don't know how to do it with lipsyncing, can't there be an armor that looks just like a dreugh that can be set so that the player can't use it? That way it gives the appearence of a Dreugh, but it's still just an average NPC.

IIRC, didn't water-dreughs look a lot like the Dunmer? Maybe we can make a new race with a more dreugh-y skintone, and have the armor be open faced.

As for knowing the PC can talk to it, maybe it can approach them while cloaked, saying that it had to use this approach so that you wouldn't mistake it as violent and try to kill it.

The people at the Lore Creature Expansion are working on a new Sea Dreugh... Well, It's supposed to be in the next version I think.

Interesting idea, but obsolete as we still don't have a dreugh model and there's no sign of getting one soon.
