Remember The Chimer and Dwemer united sometime around 1E400 and their union was short lived

The War of the First Council took place around 1E 670

I would estimate Dumac (The Ruin) was build sometime around the Middle Merethic Era not long after the Dwemer entered Resdayn

Thier shouldn't be any written documents between Dumac and Nerevar until at least 1E 250, this would be around the time that the Nords entered Morrowind to conquer it. We are not really sure of when the Dumac/Nerevar relationship actually began it may have been as early as the Late Merethic Era but I wouldn't push it
