Have you tried loading with only the three required files, even if only to test whether it will work or not?

It worked just fine when I loaded just Silgrad Tower, nothing else.

You could (Very, very time consuming) keep loading Oblivion with one of the mods on your load order until the problem is pinned down. Smile
I'm not sure if that would be worth your time though.

I agree with AnImpatientFan.

You could ask over at BSF/ESF, there are few skilled load order experts around. Perhaps they can check it out.

According to OBMM's conflict detector, the only thing Silgrad Tower conflicts with is Unofficial Oblivion Patch.
ST doesn't change the Oblivion esm so that's strange.

According to OBMM, ST somehow messes with a few quests in vanilla Oblivion.

The ST esm alters every quest with generic dialogue by adding a ST faction check. It disables these quests for ST NPC's. So it's intended and not a problem. Bad?? ?(

It has no effect on the Oblivion game or it's NPC's. :check:
