Imagine a quest that takes place after the main quest line, spending a few days in Morrowind, a imperial messenger gives you a letter from a Septim, who hid himself to be safe until the very end then becomes a emperor. You read it and he wants you to come back to Cyrodill so you and him can discuss plans to conquer Morrowind and make it a slave province. The real climax is you have to choose to serve the new emperor or to defend Morrowind. If you choose to serve the emperor and conquer Morrowind, then your infamy will increase by 25-50. If you choose to defend Morrowind and defeat Cyrodill at war, not only your fame will increase by 25-50, but some people in Cyrodill might admit that the emperor is a tyrant when they spread rumors.
