Silgrad Tower: Council of Elders
[TITLE]Valderon[/TITLE]
The Lord High Councilor is the elected chairman of the Council of Elders. He is supposed to be neutral to each of the great factions and has the final word in every decision the councilors make. His inauguration wasn't that easy, because he had to be supported by the Great Houses, the Empire, and the Temple. But Lord Valderon managed it to unite them all, and give the people a new hope after that long time of war and chaos.

The Lord High Councilor was first elected by the people of Silgrad Tower in 3E 418, by way of public vote. The mayor was re-elected in 423, and again in 432 and is a well-respected and admired citizen. He's 150 years old. Valderon is a warlock of immense power, which isn't noticeable right away. He was born into House Redoran, but defected to neutrality following the forced round table talks that brought The Battle for Silgrad Tower to an end.

This character is partly derived from forum discussions and partly written by Razorwing.

[TITLE]Goldar Valen[/TITLE]

Goldar Valen is the representative of House Hlaalu. He is young, very arrogant and full of self-importance. He thinks that he is more important than the rest of the Council and often ignores other members completely.

He's often seen as unreliable, insisting on a ridiculous point of view that everyone knows will get him into trouble, purely to spite those who try to reign him in, those whose factions are opposed to his views, and pretty much anyone else who isn't "yes man" to House Hlaalu.

Goldar suffers from an inferiority complex, which he is incapable of acknowledging. His youth causes him to have deeply buried doubts about his worthiness to serve on the Council. His father, who was also his predecessor on the Council, died an unnatural death at the hands of an unknown murderer. Though they had a good relationship, he was never made to feel like he was good enough, and Goldar doubts he'll be able to fill his father's shoes on the Council.

To add to his problems, he is constantly reminded that he was second choice for the position. Influential friends of his father settled matters behind the curtains, and made him understand that he would not be in the position without their help.

He's a deeply troubled young man, and anyone working for him would be wise to accept assignments without questions or hesitation, since he'll read anything but a "yes" as challenging his authority.

The character is derived from this discussion and credited with his creation is Valderon, pompadour_slim, and Quentin Fortune.

[TITLE]Grathras Vort[/TITLE]

Grathras Vort is a bit open toward everything, yet very stiff and old-fashioned. He believes moderately in Telvanni supremacy not only as the most talented magic-users in all of Tamriel, but also the better of the five Great Houses, and of course better than the minor Houses, of Morrowind.

He is vain sometimes, but has a shrewd head for someone over 600 years old. He knows how to make a profit, and how to rule. A few assassination attempts have been made at his life in the past 2-300 years by fellow warlocks. All failed abysmally, except for one, which almost took his right eye forever. He bears the scar proudly, yet does not hesitate to relate the grand story of his narrow escape and brave defeat of the assassin.

Grathras is quick in his wisdom, and even quicker in his step. He reigns second as the most athletic and fit athlete in the entire region. Grathras is becoming easier and easier to anger these days, however, and is certainly looking forward to a long and easy retirement after 427 years of service as a Mouth and Councillor of the Telvanni. Before he goes, however, he is determined to see at least part of Silgrad under the reign of the Telvanni.

[TITLE]Kashi Mantas[/TITLE]

ashi Mantas is not as proud and dignified as most Redorans; rather, she is beligerant and hateful. She thrives in conflict and turmoil, and replies to most arguments by pulling out her sword and threatening to kill the particular Councilor she's fed up with for the day. She only really gets along with Tedyne Salvi of the Temple, but then again, everybody likes Tedyne, whether for her charisma or for fear of the gods.

She distrusts the Silgrad Guardians, which she sees as being controlled by House Hlaalu and the Empire (she leans more towards distrusting House Hlaalu now that the Empire has withdrawn). While she loves to draw her delicate, but sharp, silver longsword in any argument, she has never used it yet, and the Elites are not as nervous about it these days. However she has resorted to beating other Councilors with her fists on more than one occasion, which was a particularly humiliating affair for Valen.

Not really liking what became of Kogo-Tel, she's opted to build a Redoran manor outside of town instead. Apart from being a Councilor on the Council of Elders, she's also a Redoran Councilor for the district.

[TITLE]Master Tedyne Salvi[/TITLE]

Tedyne Salvi is the highest ranking priest of the Dunmer Temple in the area, holding the rank of Master. She works in the huge Temple building in the middle of Silgrad, and owns a small house on Tower Road. She lives with her husband Dedave and their daughter Sirhlla. Dedave is as a religious bard of noteriety in Silgrad, and his weekly performances at the Temple is a highlight for many devout Dunmer.

If attacked, Tedyne will retreat and let her guards fight for her, as she is unarmed. From a safe distance she'll retalliate with spells, particularly paralyzation and drain fatigue.

As Tedyne is quite busy running the Temple affairs, she has opted to let a representative (Rellvuth Ythan) take care of the daily meetings of the Council of Elders. Rellvuth stops by the Temple each day after the Council session has concluded, is debriefed by Tedyne, and after that he heads home.

This character is written by Razorwing. She was previously named Thellva Hothara (by me) in the TES3 plugin, but I've grown tired of that name.

[TITLE]Richeard Bleau[/TITLE]

icheard Bleau came to Silgrad as a mercenary for House Hlaalu, to repel the Redoran onslaught in what was to be known as "The Battle for Silgrad". After Hagar had brokered peace and the dust settled, Richeard joined the several other mercenaries who found employment with the newly-instituted Silgrad Guardians. With his stern hand and extensive experience, Richeard eventually took his place as leader of the foremost peacekeepers, the Elite Guardians.

As the Empire withdrew from Silgrad, he was invited to take the vacant chair on the Council of Elders to serve as a security advisor. His second-in-command, the Dunmer Rithlas Dievor, stepped up to take charge of the routine of administrating the peacekeepers. Being a citizen of the Empire, Richeard longs for their return, and directs his Guardians to keep the Imperial spirit of cooperation alive. He seldom speaks on the Council unless given direct questions, but when he does it's usually to adress security concerns.

Despite his legacy, he never showed any aptitude for the arcane arts, choosing instead to pursue battles, wars, and adventures. Through decades of training and fighting he overcame the shortcomings that is characteristic of his people, and is known as a respectable and cunning warrior. Though his powers have started to wane as he got on in years, he more than makes up for it through experience, which he focuses by indulging the Elite Guardians with special lessons on his favourite tactics. An Orc may raise his battle axe with inhuman power, but what good would that do if a nimble Breton manouvered behind him before the axe fell?

[TITLE]Duke Oram Hlaalo[/TITLE]

Oram Hlaalo is the Duke of District of Silgrad, and represents King Helseth of Morrowind. He is extremely patriotic and would gladly lay down his life for the King.

Due to the balance of power between supporters of the Empire (Silgrad Guardians & Hlaalu) and supporters of the Temple (Temple & Redoran), he has often found that his vote can make a deciding choice - meaning he can sell it to either side. His high political and strategic talent guides him in discerning which decisions by the Council of Elders will be more fruitful for the Empire in the future. However instead of accepting material rewards, his loyalty to King Helseth means that he'll only accept a vote in return when demanded.

It's been known for a proposition, which would normally have been outvoted 6-1, be brought around to a 3-4 win when he calls in the favours owed him.

The Duke is relatively neutral and uninterested in the more colloquial and cultural Dunmer and Imperial issues. His distance to them makes it easy for him to trade away his votes, since he honestly doesn't care one way or the other. His primary interest is in decisions which affects the King's power in the Silgrad District, but he also cares deeply of how King Helseth is percieved by the public. He will defend the King's honor in all situations. And with that narrow focus, the Duke holds nearly absolute power due to all the favors he can collect at any given time.

Like most of Morrowind's noble class, the Duke belongs to House Hlaalu. That doesn't mean he particularly cares about the House, just that he was born into it.

After the Silgrad Guardians took over the Keep from the Empire, the Duke saw fit to move back to his manor in the Upper Chambers.
