<p class="indent1stP">[1st]T[/1st]he Silgrad Guardians keep the peace in Silgrad, and operate like any other officers of the Imperial law. It's both the name of the common guards, and the peacekeepers as a whole. They aren't connected to any House or faction, nor to the Empire (though they favor it). Their leader, and Council member, is <a href="http://www.silgrad.com/wbb2/thread.php?threadid=962">Richeard Bleau</a>. The Guardians serve three roles in Silgrad; uphold the law, protect the prominent, and ensure the survival of the <a href="http://www.silgrad.com/wbb2/thread.php?threadid=962">Council of Elders</a>. As individuals in their service gain experience, they may be selected for either of the two more high-profile tasks.</p>

<p>The basic Guardian class have the boring work of walking up and down Silgrad's streets and make sure nothing out of the ordinary happens. Most of them are recruited from the populace and given six month's training in Imperial law, fighting, armor maintenance et cetera.</p>

<p>Lucky and experienced Guardians are pulled from the streets and assigned to either bodyguard prominent figures, protect installations, or investigate crimes.</p>

<p>- The bodyguarding class accompany Councilors when they are out of the Council of Elders building, as well as being permanently assigned to Councilors who have chosen representatives.</p>

<p>- The second class mostly ensures that thieves don't raid wealthy business establishments. The Council stands by that reason at all times, even though it's common knowledge they're spies for taxation purposes. The Council insists to have one or more Protectors present at any establishment of their choosing. As local law states these Protectors' wages are to be payed for by the establishment they guard, there's a lot of them around. The Council is only concerned with posting them at businesses that do well, since bankrupting businesses wouldn't be good for the city, as well as there being little taxes to assess there. This class of Protectors ensure that the whole force of Guardians pay themselves.</p>

<p>- The second class of Protectors also guard the Temple and other places of importance to the city.</p>

<p>- The investigating class are easily recognized as they don't wear armor. They interview witnesses, investigate crime scenes for clues, infiltrate shady associations, and all-round spying activity. Most of them are Guardians or other kinds of Protectors who are close to retirement and can't bear the burden of armor and sword training anymore, but who have great knowledge of the law, the city, and its people. They have access to enchanted rings which allow them to change their appearance at will; some of them can even become invisible. </p>

<p >The four Elite Guardians (not counting Richeard Bleau) are old friends from when they served as mercenearies for House Hlaalu during the "<a href="http://www.silgrad.com/wbb2/thread.php?threadid=965">Battle for Silgrad Tower</a>". One of them, a Dunmer named Rithlas Dievor, is somewhat of a Captain over the other three, although as an outsider you wouldn't notice it as much. The Elites have just one task, to guard the Council of Elders building when the Councilors are in session.</p>

My pet peeve: huge images in img code. I reserve the right to make any such image into a clickeable thumbnail whenever I see it.
