Adding a new section to an existing vanilla cell not visible until you enter, why? [Room marker , Portal, Occlusion p...
In order to view the new section you have to add a room marker around the new area with snap to grid/angle enabled. Make sure it's aligned to the next room marker. Then link the new room marker to the connecting one with a portal.

Occlusion planes are used within the same room marker, to stop rendering objects behind e.g. a wall, an example can be seen in Vlindrel Hall (Markarth).
