Hmmm... Maybe each house or faction has a different name for 'mayor'. Redoran would be Hetman, but neither pelgiad nor Seyda Neen have a governor, so does that mean it is the legion commander (knight)?

So Ald'ruhn was at least attacked... What if the player downloads this before getting to the Oblivion Crisis in the Main Quest? Will we have a non-attacked version of Ald'ruhn?

i say we do it like Kvatch: the first strike for Oblivion already happens before the PC is released from jail. thus, Ald'rhun already could have fallen.

oops. what I was trying to say was that Ald'rhun could have already been attacked before your character has even gotten out of jail.
But why would the daedra choose to attack Ald'ruhn just like that? They had a reason to attack Kvatch. What we could do is just disable the old stuff after Kvatch, and enable ruins and dialogue and stuff after the player escorts Martin to Cloud Ruler.
