City creating guide?

You don't have to make it its own worldspace, you can just put all the building and wall models down on land thats there, or make a new cell and make it.

But for example Black Marsh would be its own seperate worldspace right?
So if you put the city on the existing land then the BM landmass would have to be done first?

Except if you can create it as its own cell and it has some way connect it then to the right spot on Black Marsh land.. or any other in that matter. (this is the part i dont know about, that can you connect own seperate worldspace or cell to some other (parent) worldspace landmass some way like coordinates.. see if the cell/worldspace (city) that is to be connected is located somewhere else than the actual landmass (Tamriel etc) of the parent region that it should belong to.)

Also cities in original game seem to be done quite complex way.. when entering from exterior world theres model with walls and undetailed inside of the city, when entering thru maindoor it enters detailed city interior. Now even city interior is parted into many. And each interoir part seems to be on its own cell unconneted to the rest of city, was Reich Parkeep done this way too? Is it necassary to have interior city split to completely different cells (each has some exterior land around)?
