But Mankar Camoran isn't just anyone

and it requires more than just a sigil stone (great or otherwise) to open the portal to his paradise, and I beleive their is only 1 great stone

so he doens't count

Im not saying that others couldn't have a stone
A high level necromancer or adventurer could have
obtained one through the course of their livetime

a necromancer, I am sure would love to have one

I just think it is unlikely
I am a free single guy again, but I am still addicted to Elder Scrolls

A great Sigil Stone needs to be take from a great oblivion gate(MEHRUNES DAGON realm btw) and to make a great oblivion gate you need three lesser one close to each other...

Mancar is the paradise without him it isnt there...

well more or less say that its quite hard to get a Great Sigil Stone... since it only has been opned 3 great gate to be sure on...

So back to the original thought process:

I think it looks good, but my thought process is, if your going to have a sigil stone you should have a good thought out idea of how your cult got it

I wrote this about 30 years go, but its an idea

(The short version)

A necromancer wannabe, worshipper of Orcus, practiced necromancy for 500 years, learned about an ancient tomb which would teach the secret incantation of opening a portal to allow a Demon Lord to pass through
So he hired workers and gathered clues to its location, after 50 years of searching he found it, read it and used it
for 13 days beginning at the harvest fortnight he meditated while his minions chanted around the sacrifice, on the 13th day of his meditation a portal appeared and walked through it the demon, a minion of Orcus and the Demon slew the necromancer, but because of his loyalty to Orcus, Orcus raised him up to be Master of the undead

Naturally it doesnt fit into ES Lore
