after discussing it with LN here, I think those ruined reddish-tan buildings are the ruins of old Velothi buildings...
go check out Old Mournhold (Tribunal), and near the DBhood area you will find Velothi buildings, the rectangular ones look like they could have the same design as the ruined ones on Vvardenfell... that's what I think... or lkie the rectangular buildings in Vos

There's some in between the Dwemer and Daedric ruins at the northwest part of Vvardenfell.

yea, my theory is that some Chimer decided to settle near Dwemer-holds and begin a trading relationship. However, they also went to the Shrines to worship.... and the Dwemer probably didn't like that.... Big Grin

I remember reading that the Dwemer built near (but not TOO near... they don't want Molag Bal to come and have sex with them :lmao: ) Daedric ruins to loot them, and Radac (remember him? Bamz-Amschend?) mentions Norenen-Dur being a nice place to gather materials.
