i said that the portal should be included in the playing file. included as part of the master file.

The silgrad tower master file is the second master file, it effects the Oblivion master.

If we would do that you get the "falling people" problem because our esm would change the Oblivion esm.
The portal has to be in an esp.

The ST esm uses objects from the Oblivion esm but doesn't change the same (Oblivion esm).
