My idea is for it to be a city on stilts, connected by bridges.

I added the bridges exstensivly, but I cut the stilts in places. This is, like you said, above the rest of the marsh, and still far from the interior of the swamps. I did not entirly remove the stilts. In the lowest places the architecture is held up by stilts, as I imagin this may flood every once in a while, but only in the lower places.

my idea of stormhold was Imperial city built upon the pillars of an Ayleid city-ruin... and therefore the city is on 'silts' and there is an under-water area of the city and also lots of bridges connecting the diffeent parts of the city, because even in this part of the Marsh, the underbrush isn't safe

We must presurve that thought thorughout development. Nowhere in the Black Marsh is ever safe! Well, maybe in the center of an imperial fort...
