If you are having performance issues with your game try the following which will install a 'Beta" version of Bethesdas 1.4 Skyrim:
1. Open Steam, click on the "Steam" dropdown menu in the top left hand corner and navigate to "settings".
2. The settings menu should open on the "account" tab. If not open it yourself.
3. At the bottom of the tab their should be a option called "Beta Participation". Click change and then select Skyrim.
4. Close the window and wait for the Skyrim 1.4 Beta to be downloaded.
5. Run Skyrim!
Personally I now have no more lag or FPS drop in Solitude, the Whiterun lag spot, or Markarth.
NOTES:
This is a beta and there is no doubt about the fact that you are putting your game in some risk. (Personally I have no issues.)
The new patch resets your .ini file so make a back up if you have edited it.
Bethesda in the future will probably from now on (Beta 1.4) release their patchs with a beta test first. So this tutorial is probably valid when wanting to upgrade to 1.5 Beta, 1.6 Beta etc.
