That's a good idea.
We could place boxes kinda like subspaces but for rain and snow.
Having pools of water that froze over would also be cool.
Maybe even some dynamic regions that changed from a forest like area to a tundra as the in game times changes.
As for water physics, well Uncharted 2 had the best water in any game IMO.
They way your shirt was soaked and dripping as you stepped out of the water was very well done.

Well, there could be one more concern if it's Bethesda's own model format. It would mean that there would be less support from other modding communities from other games when it comes to importing/exporting/viewing/generally working with models. Not to say that it wouldn't be possible , but unless they were to release some of their own software, it may take a bit longer to figure out models.

I have a feeling we might still be using .nif though.

NIF is very popular format. As You can see when exporting from Blender there is at least 32 games using this file format.
It means 32 times more coders and programmers, who will develop software used for handling this format as if it was a format used only by a single game.

It appears that Bethesda's new engine is one they developed themselves, according to wikipedia.
Whether or not they are still using .nifs, I'm not sure.

Well, they did say that they are making a modding tool for TES:V. But it will be caled a Creation Kit. Not a CS. This mayh have no impact at all but I am sure they'll still use nifs. Otherwise, they will piss off too many people.
But why can't we still mod TES:IV? TR are still modding TES:III with no delays and problems, so why can't we do the same with TES:IV?

I think the idea is that having a deadline will give us a great incentive to finish. Nobody's saying that we'll abandon our mods as soon as TES5 is released, but there will inevitably be a transition period as people start using the new tools.
And I think that they can't use NIF because it's specific to the Gamebryo engine that they no longer use.

Well, there might be a program that will open them as the new engines files. (Unlikely but there is a way.) If so then everyone we'll all be happy. (Might have to recreate heightmaps and that but if there will be a program, at least we'll have the models).

Actually heightmaps would probably be easiest, since they start out life as simple bitmap files before they are converted into a format the game can use. Of course, depending on the maps published with the game we may need to adjust our heightmap to take account of changes in geography.
