Hmmm...has anyone here ever modded for MW (not to imply that _I_ have)?
In vanilla MW, the ordinators in Vivec used to react violently if the
player was wearing any ordinator armor, but having such armor in one's
inventory didn't set them off -- I understand that this is exactly the
opposite situation of what we're talking about here, but perhaps
there's a scripting clue in that game...Also, it might be worth asking
the folks remaking Vvardenfell if they have plans/ideas on how to
address this issue...
Come to think of it, although Dwarven stuff was putatively illegal in
MW, I don't remember ever having an issue with an NPC about it; of
course, I may not have talked to the "right " people while wearing a
full suit of Dwarven armor though...hmmm...

Yeah sort of. The Dwemer WERE the dwarves, but that name is somewhat of
a misconception as they were at normal elven height, they just
considered beards fashionable (unlike most elves).

Would it be cool with everyone if I placed a non-functional teleport
gate in HG which appears only after the player has received offical
clearance to enter Skyrim? I'm thinking there should be a tangible
consequence of receiving a completed Skyrim entry form (other than an
actual form), and this might eventually provide a useful point of
connection between HG and the rest of Skyrim...
If approved, I intend to place the portal along the northern wall of
HG, around the midpoint between the Skyrim Office and the Morrowind
Office. Upon activating the portal, the player would receive a
messagebox with the sentence, "You cannot go this way...yet..." or
whatever you(se) find more appropriate...
If not approved, well, then I won't do anything listed above.

I've got a few questions...
* I can send Yulghr & Hauk over to Tjernagel's to eat twice a day,
and Yulghr has his own bed for the evening...where should Hauk go to
sleep? Shall I drop a bedroll in Yulghr's private area?
* Would it be cool if I added a chair or two in the Skyrim Office?
Yulghr & Hauk can stand all day without complaining, of course...
* I'm debating between using one of the two doors in the first photo at the link here
as the (currently non-functional) entrance to Skyrim. The idea is I'll
place them in a section of the wall along the north side of HG and make
them "Initially Disabled." After the G.I.S. quest is done, the door is
enabled and the section of the wall becomes disabled. I've put them
both in game at the moment and they both function as desired (which is
to say, they generate a message saying "You can't go this way...yet..."
upon activation). However, I can't seem to decide which one I'd like
better...I'm partial to the one on the left, but it has obvious hinges
I can't adequately hide in the stone wall. Alternatively, I could use a
shield as an activator (or just as decoration on a proper door)
something like the second picture at the above
link...thoughts/opinions?

Yes on the first two.
About the door, I think the entrance into Skyrim will be done by
removing a section of the wall and placing a trigger zone that will
load the Skyrim worldspace when going trough. To stop the player from
going trough when he isn't supposed to an invisible wall will be placed
that will act like the invisible wall that surrounds Cyrodiil. A "You
can't go this way...yet..." type of message should appear when bumping
into the wall. The invisible wall will of course be disabled (and the
trigger zone enabled) when going into Skyrim is made possible.
