Betmeri League
Ranks: Scavenger, Fang, Brave, Hunter, Skirmisher, Raider, Guerilla, Trogoldyte, Warlord, Warchief

Introduction:
The Betmeri League is comprised of Orcs, Goblins, Khajits, and Argonians. These beast-folk were gathered together by an ambitious Orc warlord named Umug gro-Mashnar. He visited the tribes of the Argonian, Eleel-Lei and the Goblin Warchief Ulug and convinced them to join his league. The betmer travel the Ashlands in small hutning/war parties which prey on both animals and Ashlanders. However, because of Eleel-Lei's good relationship with the younger generation of Telvanni, such as Aryon and Uvirith, has influenced the betmer to make an informal alliance with the Telvanni, agreeing to lend warriors should the Telvanni be in trouble. The Grazeland Velothi have also welcomed the betmer and encourage the betmer to raid hostile tribes. However, the Molag Amur tribes have signed a truce with the Telvanni and betmer, in return that they be allowed to freely roam their land. The Northern Ashlanders follow none other than the Nerevarine and chose no Great House.

Orcish Agenda
Umug gro-Mashnar envisioned an eastern Orsinium that would provide a refuge for betmer in the east, much like the Orsinium in the west is doing. Therefore, he and his tribe settled in the abandoned Valenvaryon and began to create their city. Valenvaryon, the Orsinium of the east was refortified and attracted hordes of betmer. Goblins, Orcs, and more savage beasts all traveled to Valenvaryon. However it remains an orcish city. As Umug had envisioned, Orcs that had lived on Vvardenfell for years now gathered under his standard and united instead of serving as guards and laborers.
Argonian Agenda
The Argonian, Eleedal-Lei, is the son of an Argonian war-veteran of the Arnesian War where Argonian guerilla militants fought the Dunmer armies. He and his tribe, after inheriting the chieftain's position from his father, trekked northwards to a largely unpopulated Morrowind region known as the Bitter Coast. There he found no Dunmer in the wide expanse of salt-marsh and swamp, but a surpisingly large number of Argonian refugees. Some of these were escaped slaves, other refugees from the Arnesian War, caught too far north to go back to Argonia... and some were escaping attacks from House Dres who had increased their slave-raids on the Black Marsh. However, Eleedal-Lei was captured by slavers as well as some of his tribe. These slavers sold him to Tel Branora where he worked as a miner, but soon rebelled. Later, Uvirith, a rising star in the Telvanni ranks freed Eleedal-Lei and his comrades out of pity and in an attempt to stop their rebellion. The grateful Argonian, remembering the young Telvanni's kindness, set out to the Vvardenfell side of the Bitter Coast and settled in Hlormaren and called to his tribe. He then heard of how one tribe of the Bitter Coast had become Imperial and had founded Legio Argonis. In an attempt to create an Argonian haven on Vvardenfell, he called together all Argonians to come to Hlormaren and take up arms. Eleel-Lei has the secret approval of the Argonian Mission in Ebonheart. He reportedly also made a pact with the Dreugh and consequently, Dreugh sightings and attacks on Dunmer have increased.
Goblin Agenda
Goblins have been long used as frontline troops or cannon-fodder. The Altmer had a tradition of training them and using them to take the brunt of the enmy in battle. So it came to no surprise to a certain group of goblin tribes when a group of Altmer came to their camps to recruit their tribes for war. The goblins were loaded onto a small fleet of large Dunmer slave-barges and shipped to Morrowind. However, more than half of the fleet was shickwrecked on the shores of the Sheogorad archipelago. Three ships remained to sail around the eastern shore of Vvardenfell (away from Imperial coastal guard) and sailed down the Thir River. Helseth then arranged for the goblins to be smuggled into the wilderness outside of Mournhold / Almalexia (city) where part of Old Mournhold was still above ground. The goblins were forced to dig through until they reached what was underneath the Godsreach section of Mournhold's inner-circle. Armion and Yarnar trained them.
However, two other tribes were shipwrecked on the Sheogorad. About half of them died, including the trolls and durzogs brought on the voyage. However, the trolls quickly adapted to the new environment. The Durzogs and goblins quickly made lairs and caverns to dwell in. Later their warchiefs would contact Valenvaryon's orcs in hopes of partaking in the emerging Betmeri League. One group of Goblins was also brought down to Nchurdamz by the Telvanni at the request of betmeri warlords living in the Sadrith Forest. Soon the survivprs of the two shipwrecked tribes made their homes on Vvardenfell... Gormflang in the Sheogorad, and Nchurdamz on the edge of the Sadrith Forest.
Khajit Agenda
The Khajit slave Ma'Khar helped lead his his fellow slaves to victory in driving out the Molag Bal Cult in Rotheran. He welcomed the Orcs in Nchuleft and together, the Orcs and the freed Argonian and Khajit slaves forged a decent fighting force out of emaciated slaves and weary Orc bandits. Ma'Khar soon heard of a betmeri league developing in Valenvaryon and Hlormaren and decided that Rotheran shall join also. Rotheran has a majority of Khajits, however, in the League, they are a minority. Regardless, Ma'Khar has made sure that his Khajiti warriors, experts in shields, have become a reknown fighting force in the League.
Other Involved Betmer
Sheogorad Trolls - within a few years of being shipwrecked on the Sheogorad, the wetlands trolls that were supposed to be shipped to Old Mournhold soon adapted into a new breed of Sheogorad trolls. These trolls are amphibious and, like all their kind, strong, regenerative, and afraid of fire. They and the goblins are technically allies though occasionally a few goblins get eaten by a hungry troll. These webbed monsters are now the top predator in the Sheogorad Region which until recently was a habitat with few varieties of wildlife, and fewer predators.
Dreugh - these half mannish, half crab-octopus creatures are said to have struck a bargain with Eleel-lei and have become informal allies of the Betmeri League. They now are often found harassing fishermen and traders boats and sometimes clipping away at pier supports and also ambushing travelers nears the coasts.
Enemy Betmer:
The Sload - these slug like creatures are enemies of the betmeri league and prefer slavery, necromancy, and mercantilism over tribal law, abolition, and Daedra or nature worship. It is rumored they are hostile to Dreugh and vice versa. Nevertheless, the Sload are rare on Morrowind, almost unheard of... so they say

Betmer Territory
Although the Betmer League is not well known and not recognized, the tribal betmer do have lands they consider their territories. Recognized by political parties and leader as simply bandit groups, the beast-folk have been persecuted by Dunmer law. However, the beast-folk have made several secret or remote bases. Often times the beast-folk will live in a cave or in a camp for a few days and move on hunting game and wayfarers. Therefore a large number of them cannot be traced to a single location.

Capitol
Valenvaryon- Umug gro-Mashnar has fortified Valenvaryon to the point where it can be likened to a smaller Orsinium in the East. This large hil-top Dunmer stronghold now houses hundreds of Orcs and Goblins and is the overall capitol of the Orcish tribes.
Strongholds
Hlormaren- The ancient Dunmer stronghold of Hlormaren was used irregularly by rogue wizards and bandits but recently has fallen out of use. When Eleel-ei gathered his tribe, he needed to place to gather his warriors and serve as his headquarters. Hlormaren, deep in the marshes of the Bitter Coast and easily defended serves a perfect bastion for his operations.
Gormflang- This network of goblin warrens and lairs serves as the central lair of all Goblin in Sheogorad. It is deep underground and has several entrances guarded by heavily armored goblins. Here the various nomadic and settled goblins will gather to trade bones, furs, metals, and the like. This is the greatest Goblin warren in all of Sheogorad.
Nchardumz- This ancient Dwemer stronghold has become a fortress for Kagroc and Ufthak's tribe. The surrounding cliffs have been riddled with "maggot-holes" the common name for goblin cave-dwellings.
Rotheran- the old Dunmer fortress-arena of Rotheran is now being used as a training facility for the betmer league. It is manned by a few Orcs and Argonians and a surprising number of Khajits.
Permanent Camps
Tseng-ei's Camp- The Argonian Warlord, Tseng-ei, has set up a camp in the mushroom forest of southeastern Vvardenfell. His tribe preys upon the pilgrims and adventurers traveling through the region.
Eluba-Addon Egg Mine- a small band of Argonians and goblins live in this egg mine where the Kwama have grown accustomed to their scent. The Argonians harvest some of the Kwama to make Kwama armor, a tough chitinous armor, heavier and thicker than chitin, but just a breathable and maneuverable.
Shashpilamat (Tel Orsimer)- this is an ancient Daedric Shrine. Within, the Orcs pray to Malacath their god. This is also the site of a potential Telvanni mushroom-hold. The Council of the Telvanni has not yet allowed the growth of a mushroom but the Orcs here welcome it and urge the Telvanni to grow a fort near the shrine.

Betmer League Military
The betmer are separated into different tribes. Within these tribes are warriors. However, when the league forms a horde for field battle, the tribal warriors are split into several groups. The Orcs form the frontline and core of the army. The Argonians guard the flanks, and the goblins are deployed as the main bulk of the army. Beasts like Durzogs, Nix-hounds, etc. are bred and Durzogs ridden on. They form the cavalry of the betmer. Argonians often wear netch, newtscale, or kwama armor. Orcs fashion their own armor as do the goblins. When not amassed for field battle, Orcs, Goblins, and Argonians form small raiding parties that prey on small Dunmer hamlets and Velothi camps. Warlords lead each of their warbands and the Warchief has overall control of the lesser chiefs and warlords.

Betmer League Economy
The betmer have no real economy. They rely on the environment for materials. However, they do work through the Telvanni and sympathetic sponsors in Orsinium, Elsywer, and Argonia for support. Through these outside sources they obtain steel and iron for making finer weapons.

Connections/Benefactors:
Urul gro-Ghorak: a well known knight, Ghorak is a patron of Orc warriors and helps to finance the betmer league's ambitions
Olfin gro-Logrob: a Protector in the Fighters Guild, this orcish warrior helps to promote the betmer within the Fighters Guild and hopefully rally support.
Optio Bologra: orc legionaire and drillmaster, childhood friend of Umug. He arouses sympathy for betmer among the orcish Legionaires of the Deathshead Legion in Gnisis.
Im-Kalaya: The head of the Argonian Mission in Ebonheart, she helps to gather support for the betmer league in the Black Marsh and smuggles, supplies and warriors, as well as smuggling escaped slaves back to their homelands.
Smokeskin-Killer: an Argonian Warrior serving Master Aryon. He helps to drill and train the betmer forces and improves relationships between them and the Telvanni. He has asked Aryon to reduce the slave-trade which angers the Argonians especially.
Kisisa: a female Khajit agent. She is the daughter of a wealthy Khajit trade-prince in Elsweyr and therefore draws support and coin to fuel abolitionist efforts and to help the betmer on Vvardenfell.
Adusamsi Assurnarairan: after being rescued from the Molag Bl worshippers by the betmer in Rotheran, Adusamsi has chosen to form a better relationship between her tribe and the betmer.
Abelle Chriditte: a female Breton, and master at alchemy. She was shown mercy by the Orcs in Valenvaryon and devote her time teaching alchemy and healing wounded warriors.
Political Arrangements:
The Goblins have agreed to leave the Molag Amur and Grazeland tribes alone in return that they are allowed to hunt game on the same land. The Argonians have agreed to allow safe passage of Telvanni agents and Ashlander hunters in their territories in return for the shut down of all but one of the Telvanni slave markets, and a reduction in slaver-trade. The Orcs have agreed to withhold from attacking Redoran and Hlaalu towns until war has been declared to avoid the possibility of the Hlaalu and Redoran uniting to crush the League.

Umug gro-Mashnar's Plans
The visionary orc, Umug, hopes to draw political support from both the Fighters Guild and the Imperial Legion on Vvardenfell. He hopes to avoid open war but is ready should it come. Unfortunately he knows he will be fighting the Legion since he has allied with Telvanni. He hopes to influence a large number of Orcs to defect from the Legion when the time comes so as to gain a significant advantage.
Eleel-Lei's Plans
This Argonian hopes to draw support from his homeland- the Black Marsh, and also from the tribes on the Bitter Coast. However, he is also interested in forging an alliance with the Dreugh. He promises the Dreugh safe breeding grounds on the shores should the Dreugh help the Argonians defeat the Dunmer of Vvardenfell. The Dreugh have reportedly stopped ambushing Argonian fishmongers and have increased their attacks on Dunmer boats. He does not mind the Telvanni as long as the slave-trade is stopped.

I really like the Betmeri League, the idea and execution is very good. It sounds like youve already though through everything in great detail, and the plans and background stories of the various leaders are all very intriguing, I really want to play through the faction and see what else you do. One thing though; what about the Khajiits? I saw they were mentioned occasionally, but it seems like you never really considered them part of the Betmer.

that's cause most of the Khajits in Morrowind are the pussy cats...
they are the clever and nimble kind.... they contribute in the form of assassins, agents, and merchants
plus, fewer of them join since they don't really need a new home...

the Argonians trapped in Morrowind need a home. The Orcs, population rising, and tired of attacks from Nords, Redguards, and Bretons had left and settled on Vvardenfell... and the Goblins have come for the same reason...

Okay, just asking, I felt somebody needed to stick up for the Khajiits. Wink Thats my favorite race, in case it isnt painfully obvious.

Well, everything else looks great, and I think its definetely going to be one of my favorite, if not most favorite, factions in the game.

Yah, I noticed that, I was just wondering why, which you explained.

So are you planning to actaully have open war break out, because it seems like you've put a lot of detail into military listings for the various factions.

i always like reading these, but i have a few questions: will the one near gnisis create tension between the imperial orcs and the betmeri ones? and would it be alright if at some point i wrote up one of these for one of the lesser factions?

1. actually yes... see, the Dunmer that bother to join the Legion are pro-Imperial so when war comes, they forget their petty squabbles.... but the Orcs will have/will not have been swayed to the betmer side...
anyways, if you notice, the betmer leaders are trying to get connections in the Legion like the Orcs in Gnisis and the Argonians in Legio Argonis...
2. go for it! see, A) I make these cause no one else does, B) cause I like to think about these factions
