How does the Imperial Census and Excise have authority to tax the Dunmer Houses if they no longer have official rule over all of their lands? And if they do, then are we dropping the whole idea of a partial withdrawal and the Imperial Union? Also, if they do, how is it that Helseth can get at anything to accumulate power (the Imperials already have the government)?

part of this is simply covering all the bases, because we know that the Pocket Guide is going to more than likely going to shed light on the grey areas of the situation.

partial withdrawal of Legions does not mean Morrowind is free Vrenir
it means the Imperials have lost a small part of their enforcement, but their government is there
the Imperial backed Dunmer Monarchy (Helseth) is still in and is closinghis grip on Dunmer politics
the government rules the Dunmer as a province, but the Dunmer have the unique rights, due to the Armistice

to answer the Helseth thing, Helseth is the Imperial authority on Morrowind...
he is a puppet king that is pretty independent... but he has at his disposal the Imperials' suuport
