Haha. Anyway, shouldnt the Census have quests involving people illegally coming into Vvardenfell. Sort of like the American border patrol. Maybe Nord Raiders

Or the opposite. Transports from the mainland wrecking or falling under attack from daedra/house raiders/animals/nature/ashlanders... and you have to find them? Or defend them when they leave?

the military side of Census & Excise is intercepting smugglers, deterring pirates, and stopping illegal immigrants... which they usually cannot stop.... they don't have the manpower and the numbers to do that....
especially to large migrations like the betmer or the nords...

well, those would be guarded by Imperial Navy.... not the Census & Excise...
the Census & Excise of Vvardenfell, because of the intense smuggling on very valuable goods like ebony, glass, and Dwemer have military powers...

Well, in Tribunal, the reason he is opposing the temple is because is a Imperial figure head. So if we went around and said that someone was saying "screw you" to the Imperials and then becoming buds with Helseth...
