Yeah, that's not Ebbedin. That's an Indoril Settlement, which is sorta rich.

I think it is reasonable if Indoril refugees from the Helseth vs. Indoril civil war go to Ebbedin as a new home... and they would be welcomed... if they aren't the snobby type 9the snobby type usually wouldn't leave their land)....
it is usually the poor and the border types that get displaced in border wars
