Council Affairs of Note
The council is pleased to report a reduction in the incidence of theft and violent crime in the Hlaalu House Districts, thanks to the vigilance of the Legions and stern sentences by the magistrates. The council laments the unfortunate disturbances of the public peace resulting from the increasingly aggressive competition between the Thieves Guild and the Camonna Tong for control of the black markets.
Cammona Tong influence has apparently lessened in the House Hlaalu nobility, however, they are reportedly growing stronger and more violence is breaking out. Many of the younder generation are joining this illegal and brutal criminal syndicate. The council anxiously awaits the Duke?s reply and reinforcements to guard the Hlaalu settlements.
Lord High Councilor of Hlaalu in Narsis orders the fortification of all Hlaalu holdings on Vvardenfell. Alliances are made with Nordic settlers colonizing the Sheogorad region.
The Council is also considering making a small village-hold at the Shurdan-Raplay Pass. It is at the request of a descendant of Nothryon who is a promising hetman but lacks the monetary strength to found a settlement. The Council awaits a Hlaalu who will step forward to form a partnership with Nothryon to found the propsed settlement.

Hlaalu Territory
The Hlaalu, valuing trade and commerce, have been given the Bitter Coast and parts of the Ascadian Isles. However, greed has led them to use erroneous deeds to secure plantations and farmland in the Ascadian Isles. They do not own Caldera but with their sly diplomacy, are able to influence the governer to allot the Hlaalu some of the ebony, consequently profit.

Settlements
Balmora
Balmora is the district seat of House Hlaalu, and the largest settlement on Vvardenfell after Vivec City. Good roads lead north to Ald'ruhn and to Calder and south to Seyda Neen, Pelagiad, and Vivec City. The Imperial Legion garrison of Fort Moonmoth lies east of Balmora. Recently, this thriving city has gone through fortification and a barrack/fort is being built at the southwall.
Hla Oad
Hla Oad, once a small fishing village, is now a port that can house the Hlaalu's expanding trade fleet and warships. It is the main docks of the Hlaalu and also a check point for merchants hoping to sail up the Odai River to Balmora.
Gnaar Mok
Gnaar Mok is a tiny island fishing village in the Bitter Coast region of western Vvardenfell. It is a stop for Nordic sailors sailing down the coast and also a haven for smugglers.
Suran
Suran is an agricultural village in the northeastern corner of the fertile Ascadian Isles region. Two popular pilgrimage sites are nearby -- the Fields of Kummu and the Shrine of Molag Bal.

Military Facilities
Odai Plateau
The Odai Plateau is both a fort and a manor. Raynasa Rethan owns the stronghold and defends Balmora and controls trafficking on the Odai River. This Stronghold can only be accessed from the River by a earthen ramp and also from the marshes to the west, though that option forces the encroacher to climb a steep hillside. The stronghold also has mines, providing Raynasa Rethan with wealth, power, and influence.
Hlaalo Keep
Saryn Hlaalo, a young entrepreneur, found that his father, who had journeyed to Vvardenfell, had been killed in Balmora. Swearing that he would uphold the family wealth and protect the family from furthur harm, he journeyed to the island and had built a keep and manor for his family and his kinsmen. The Hlaalo Keep is on Hinnabi Isle just Northeast of Omani Manor. The small fort sit atop an old and recently rediscovered Hlaalo Ancestral Tomb. In order to keep this parcel of land, Saryn is responsible for keeping a garrison of Hlaalu warriors in his keep and to defend the eastern Ascadian Isles, though rocky and of little value.
Other
Hlaalu Canton, Vivec City- This is the location of the Hlaalu Vaults as well as the diplomatic location of the Hlaalu House.
Omani Manor- This is Mistress Omani's manor.
Arvel Manor- This wealthy family is quickly rising in the ranks of the Hlaalu. This is also one of the wealthiest families in the Ascadian Isles region.
Ules Manor- This is Mistress Ules' Manor.
Dren Plantation- This netch ranch is also the villa of the kingpin of the Cammona Tong. Much of the profits have been spent in arming and training Cammona Tong members, and many of the higher-ups can be found here.
Ascadian Isle Farms: Balur's Farmhouse, Alof's Farmhouse, Sterdecan's Farmhouse, Manat's Farmhouse, Arano Plantation, Dirara's Farmhouse,Piernette's Farmhouse, Small Farmhouse, Nilera's Farmhouse, Gro-Bagrat Plantation

Hlaalu Military
The Hlaalu has traditionally had three types of soldiery. The first are the nobles born into a warrior's trade. These folks are trained from a young age in the art of war, and many grow to become great generals. The aristocrats, having the time to train and having the money to hire trainers also fulfill the role of warrior. The second class is the hireling. The Hlaalu, known for their inability to effectively muster large armies, often use large cohorts of hirelings to support their smaller but very well trained armies. The third are militias. Because of the general preference of diplomacy, the Hlaalu rarely engage in battles and so their system works well. However, though they have the resources to fight a long war, their soldiers are not trained for long drawn out war, but quick and decisive wars.

Hlaalu Economy
The Hlaalu economy easily beats that of the Indoril, and rivals the Dres'. The Hlaalu have farmland on the mainland plains, farms on the Ascadian Isles, ebony mines as well as other mines, and plenty of raw materials exported to the mainland and then to the rest of Tamriel. Although the East Empire Company controls the overall trade in Morrowind, it is the Hlaalu merchants that control trade on a local level.

Grandmaster Raynasa Rethan
Raynasa Rethan is known for several things. Her beauty, her blatant disregard for the restraints of Dunmer traditions, and her intelligence. As a child she played & dueled with the household guards, learning the ways of the warrior, however she grew up to be a trader. From her experiences trading in different regions, she learned good diplomacy and persuasiveness. She is not a real warrior, but is skilled in archery and profficient with most light weapons. Her household (even the women) were required to learn the art of self-defense as their branch of the Rethan family originated in lands near that of the Redoran. She controls the fate of the Hlaalu's holdings on Vvardenfell as much political power has been delegated to her because of the secrecy and/or the political inexperience of the other Councilors, some of whom rose in the ranks because of wealth.
Plans: Raynasa Rethan plans to make the Hlaalu so powerful that the other powers cannot contest its power. She realizes the Redoran's increasing hostility, the Telvanni's rapid spread on Vvardenfell, and the interest of the Great Houses Indoril & Dres on the events of Vvardenfell as threats. She has allied with the Nords and with the help of Duke Vedam Dren, has secured the aid of the Imperial Legion. She wants to reform the army, and since her military knowledge is quite good, she is a good judge as to what strategies to adopt. She has collaborated with the Legions to help train the Hlaalu warriors in battle formations and the like. She is also considering using a fraction of the Hlaalu's treasury to finance a large-scale re-equiptment and reformation of the army. Besides all of this, she feels that the territory that the Hlaalu currently owns is very profitable, and she seeks only to keep the lands.
Challenges: Several obstacles stand in her path. The Redoran are furious over some of the Hlaalu merchants' influence over Caldera. They are also angry that the Hlaalu is trying to undermine their economy. She also sees the Telvanni as threats. They are beginning to make more friends than enemies and are actually taking a part in the political and military issues of Morrowind. She realizes the threat that these two poorer but tenacious Great Houses, led by young and accomplished leaders, could pose to a wealthy and sometimes complacent Hlaalu House. If the Indoril, Dres, and Redoran were to ally to drive out the Imperials (and defeat the Hlaalu), whether they would win or not great damage would be done and Great House Hlaalu rendered extremely weak and vulnerable. She does however, know that the superior wealth of the Hlaalu compared to all others save Dres, the only economical rival, will help the Hlaalu survive, provided they reform the army and levy more warriors.

yes, Raynasa Rethan, owner of the Odai Plateau appears to be a female... and according to what I know, she's definitely the owner of Odai Plateau.... meaning...
there are two ambitious guys, Venim and Aryon, and this young woman- Raynasa Rethan, and they are leading the holdings of their Houses on Vvardenfell...

this could get interesting...


btw, I have to finish it up.. the leader plans stuff....

Just looking over it for editing, errors and maybe mis information that I can see.
  • - And again it should read "Yellow Book of Great House Hlaalu".
    - In the Balmora description Caldera is north of the city, not south. And Moonmoth is more east than south.
    - Under the Other section of settlements "Ascadian Isle Farms" should be underlined.
So Raynasa Rethan is the head of House Hlaalu in Vvardenfell now, even though she's listed as the same as all the others in the Coucilors list? Other then that, that's all I found right now.

i'm curious, where exactly is Hlaalo Keep? is it on that island east of the hlormaren stronghold

well you know how in TES3 Morrowind you could join a Great House and eventually have your own stronghold? well I figured that not only were you doing that, but others were in the process too... it was the scamble for Vvardenfell, where the Great Houses Redoran, Telvanni, and Hlaalu start carving up Vvardenfell, each in its own way....
so Hlaalo Keep is a made up settlement that is what I'd call a contemporary colonization effort... one of the Hlaalu's attempts to colonize Vvardenfell... the guy's got a good garrison... and a well defended place.... he's on the edge of Hlaalu territory....

I'll show you where he is on a map....

he can send troops to defend Suran, he can defend Omani Manor (the manor of a Hlaalu councilor), he can reinforce mages in Bal Fell or even gain profit from supplying them, and if he really wants to, can send by boat, Hlaalu warriors into Telvanni territory...
yeah, and notice how I named the isle Hinnabi Isle after its cave....

EDIT: I think that perhaps the presence of the Hlaalu warriors has made the outlaws in the cave Hinnabi repent their petty crimes and join Hlaalo. They are now in the service of Saryn Hlaalo. They are Tels Girano (Dunmer Agent), Bralsea Seloth (Dunmer Assassin), Nivel Madryon (Dunmer battlemage), Gogrek (Nord barbarian), Audania Afronia (Imperial Warrior), Alnas Sendu (Dunmer Rogue).... and these folks would really add to the power of the garrison indeed....

as for other strongholds....
look in the Hlaalu, Redoran, & Telvanni plans... they are listed...
as you will see, Hlaalu and Telvanni are more aggressively colonizing... Hlaalu manipulating politics and using their wealth, the Telvanni with their younger pioneering generation of ambitious mages, and the Redoran are coming out of a steep decline, trying to compete with the other Houses while settling their own lands, largely unsettled and untamed....

thats because then farmers from the Ascadian Isles can go hre to sell their crops which will be transported to Balmora... or they can sell it to Suran, depending on their position... depending on which town they are closer to

so... name suggestions?
