I know, but Argonians like the Black Marsh mainly because of the Hist, or so I got the impression...

these aren't your normal Argonians ok....
in Morrowind, if you want to generalize, there are four types of Argonian.....
1. former slaves, now migrant workers and sharecroppers, or returning home
2. Mages Guild, lots of Argonians in the Morrowind Mages Guilds for some reason
3. Argonians in the Legions
4. former slaves who cannot or will not go home and want revenge

the 4. are the extremists and those who want revenge.... think of them like guerillas, terrorists, and avengers.... and the Bitter Coast is perfect for their activities.... it has good conditions for them, it has very little activity aside from smuggling, and there is already an existant Legio Argonis...
these Bitter Coast Argonians of Vvardenfell which were either freed from Hlaalu plantations or released from Telvanni Festival Slave Market burn for revenge...

the easiest way would be to set up base in the Bitter Coast....
but then they get a bit crazier....

why settle by killing a few Dunmer? Bitter Coast is a bit similar to their homeland.... and the Dunmer try to take parts of northern Argonia.... why not take their Bitter Coast? they don't use it... and authorities don't like it cause it has piracy and smuggling...

so these angry argonians want to take the Bitter Coast and try to sway their cousins over in Legio Argonis.... but on their own they would be no match, they are clever and seasoned warriors but no match for one Great House.... so they try to politically evade attack also... with connections in Argonian Mission, and doing favors like cutting down smuggling which helps them so smugglers are less likely to discover their locations....

Dukes Quests

1. Spys having been spotted somewhere in Ebonheart spying and intercepting on the Dukes plans for the Imperial Guard Guild. The Guards have searched High and Low but cannont find any spies in the city. Infact the spies are hiding east of Ebonheart by the Beach. Kill the 2 spies and find a letter containing valuable information. Bring it to the Duke and he will reward you with 2 guards to follow you around.

2. Assassins have tried to kill the Duke and have failed. Go to the Duke and asked him if there was anything out of normal about the assassins. He says they were very young. One was a Dummer and One imperial. They both didnt have Darkbrother outfits or a writ. Infact they were almost thuggish. The Duke believes they are from the Cammong Tong. Go to Dren Plantation to Ask Orvas Dren about the Assassins and he will deny anything about it. Return to the Duke for a reward of 600septiems.

3. The Duke is traveling to Seyda Neen to make a speech to his Troops stationed there going threw hard times with the Argonias. You must escort him there. On your arrival you will be attacked by 4 thugs and a Cammong Tong boss. Get him to Seyda Neen and he rewards you with a promise of a stronghold!

4. The Duke wants you to kill Orvas Drens Second in command who is stationed in Suran. He is in that store with the basement and has 2 guards. Your reward is upgrades for the stronghold.

The Stronghold is West of Ebonheart and South of Seyda Neen it keeps the area clean of smuggling and Highway robbery.

It wont be that big just a small fort. With 2villager houses 1blacksmith 1 generalstore barracks and your house.

I was under the impression that the MW PC killed Orvas Dren in the MQ of MW (TESIII).

I certainly didn't. If he liked you enough, you didn't have to, I believe... Might've helped that I played a dunmer though?
