how about this...

the Hlaalu are gonna try to stage a coup and take Silgrad City...
Redoran desperately need allies and so call on Orcs... Hlaalu get Nords...
and Silgrad City is being fought for block by block... house by house... and Silgrad Tower itself undersiege by Redoran who want to expell the Imperials within and gain an advantage over Hlaalu. The Redoran are losing... Hlaalu are bringing in mercenaries and more troops and has more supplies. So the Redoran make a deal with the Telvanni... if the Telvanni get them a bunch of Animiculi, the Redoran will give them a spot for a Telvanni tower near the Silgrad area. so the deal happens and Hlaalu are temporarily turned back. But then the Nords arrive and find a growing Telvanni mushroom and attack the Telvanni. Telvanni get involved... and then Telvanni attack Hlaalu... but the Mages Guild helps to route the Telvanni warband... and at the end thereis a stalemate... so the Hortator of the Hlaalu and the Hotator of the Redoran must go to Silgrad tower and put the Redoran or Hlaalu banner on the top... whoever can claim it first.. and believe me it will be bloody getting to the top, since whoever you are, your enemies hold the tower, Redoran or Hlaalu...


or maybe... a pirate ship is prowling the Bitter Coast and no one could stop it... (like the Black Pearl)

or what about a Dragon attacks Silgrad Tower?

or maybe a Dremora Lord is leading an army of Daedra and undead to attack Silgrad? (like how the Camoran Usurper did?)

or maybe Duke Vedam Dren is having an affair with a certain Redoran noble-woman... and Redoran are concerned, this could either be a good thing as the Redoran might gain more influnce, or bad if the Imperials gain more influence in Silgrad...

I think it might be fitting especially since its the plan to expand

If I have a say: I would just like to suggest that it involve something Redoran

Sort of does have a main quest, it only last about 20 seconds though

Quest goes like this:

* Find boat to Mainland.

* Get on boat to mainland.



IMHO after arriving on the mainland you should meet up with someone, probably from Silgrad, who tells you to go to Silgrad Tower for some reason (probably some kinda huge evil) and the quest should be big, somewhere between the morrowind quests size, and the expansions quest size...
