They're two entire provinces. ST is a chunk of a province.

... ST shouldn't be larger than 4x4 quads. That's larger than the explorable size of Cyrodiil, which is plenty for what has to be included. And the distant LOD distance IS a block of 3x3 quads (player's quad in the middle)... so you only need a 1-quad-thick border for, well, border regions.
Not to mention that, if ST is LARGER than 4x4 quads, you'll have to wait until at least December for GeoControl v2 to seamlessly merge the heightmap chunks (4x4 quads = 4096x4096 heightmap = max supported heightmap resolution by GC, pretty much due to RAM reasons... if you have more than 4x4 quads, you'll have to work on the heightmap in chunks, and that'll create seams).

No, you can flatten the edges of your heightmap pieces to the same point to make it seamless, EV did it and it worked.

Which is still a seam. Not a jagged seam, but a very bad seam nonetheless.
Anyway, in numbers posted in the landmass rescale thread a long time ago, I estimated ST's landmass to be 4x4 quads at a 400% scale.
